Constitution & Rules of the Scottish Carp Group

1. Name and Object
1.1. The name of the organisation is the Scottish Carp Group and its objects are:-
1.1.1. To promote Carp angling in Scotland.
1.1.2. To lease or purchase waters with a view to stocking with Carp and enabling Scottish Carp Group
  Members to fish these waters.
1.1.3. To undertake all other functions at the discretion of the members.

2. Amendments to the Constitution
2.1. The Scottish Carp Group shall not be dissolved, nor its Constitution and Rules altered except at
  an Annual General Meeting, or a general meeting called for that purpose, and then only by a
  majority of two-thirds of those entitled to vote, and provided that the quorum laid down for the
  Annual General Meeting is reached.

3. Dissolution of the Scottish Carp Group
3.1. In the event of the dissolution of the Scottish Carp Group, any funds remaining after meeting all
  liabilities and expenses shall be disposed of in such manner as the Scottish Carp Group see fit
  at the meeting called for that purpose.

4. Membership
4.1. The Scottish Carp Group membership shall consist of persons who have paid the joining fee and
  the membership subscription as agreed at the Annual General Meeting on the recommendation
  of the committee.
4.2. On paying his/her joining fee and subscription, a member agrees to submit him self / herself to
  the Constitution and Rules of the Scottish Carp Group, and on that condition alone is entitled to
  enjoy the advantages and privileges of the Scottish Carp Group
4.3. All applications for membership shall be submitted to the committee who in their absolute
  discretion can approve or reject the application.
4.4. Members shall be issued with membership cards, which must be produced at the request of
  any member or authorised person when fishing any of the Scottish Carp Group waters.
4.5. Anglers under the age of 16 at membership renewal are allowed to become junior members after
  paying the appropriate fee.
4.6. The membership year runs from 1st January to 31st December.

5. Annual Subscription
5.1. The amount of the annual subscription will be determined by the committee and submitted to
  the Annual General Meeting for approval.
5.2. Annual Subscriptions become due from the date of the Annual General Meeting at which they
  are approved.
5.3. Subscriptions for members joining after the 31st August will be at the reduced rate of £15 + £5
  joining fee. They will be valid until 31st December of the same year.
5.4. Members who have paid their annual subscription for a particular year will not be eligible to fish
  any Scottish Carp Group water after 31st December of that year unless and until they have
  renewed their membership by paying the new year’s subscription.

6. Joining Fee
6.1. In the following circumstances, a joining fee shall be payable at the time of applying for
  membership, and is in addition to the annual subscription:
6.1.1. Existing members who have not renewed their subscription by the 31st March; or
6.1.2. Applicants for membership who were not members in the immediate preceding year.
6.2. The joining fee for adults shall be £5, and for junior members shall be £1.

7. Committee of Management
7.1. The affairs of the Scottish Carp Group shall be conducted by a committee of management
  consisting of:
7.1.1. Chairman;
7.1.2. Honorary Secretary;
7.1.3. Honorary Treasurer;
7.1.4. a minimum of 3 other members.
7.2. The committee may fill any vacancy occurring during the year. The committee shall also have
  the power to co-opt additional members for special or ad hoc purposes.
7.3. The committee shall meet as and when necessary.
7.4. Each committee member shall serve for a minimum of 2 years.
7.5. Any member of the club who wishes stand as a committee member should send his proposal to
  the secretary no later than 1 month before the Annual General Meeting.

8. Meetings
8.1. All meetings whether Annual General or Committee, shall be presided over by the Chairman
  who is elected at the Annual General Meeting, or in his absence, by the senior member of the
  Committee present.
8.2. Any member is entitled to attend Committee meetings, but only Committee members have a
  vote on these occasions.
8.3. The Annual General Meeting shall be held in November of each year for the election of Office
  bearers, and members of the committee of management, submitting the balance sheet,
  reporting the results of the seasons working, and the transaction of any other competent
  business. 10 members shall form a quorum.
8.4. Only fully paid up member shall be entitled to vote at an AGM.
8.5. In the event that a vote on any matter in a Committee meeting or AGM is tied, the Chairman
  shall have the casting vote.
8.6. Periodic meetings for all members shall be held on dates and locations to be determined by the
  Committee.

9. Funds
9.1. The Treasurer shall receive all monies due to the Scottish Carp Group and make all relevant
  payments on behalf of made the Group.
9.2. All Scottish Carp Group funds shall be lodged in an appropriate bank or Building Society
  account in the name of the Scottish Carp Group.
9.3. All cheques drawn shall be signed by the Treasurer, and countersigned by at least one other
  Committee member authorised to do so.

10. Liability of Members
10.1. Every member of the Scottish Carp Group shall be liable proportionately in payment of debts
  and fulfilments of all the obligations incurred in connection with the Scottish Carp Group by the
  committee acting on behalf of the Scottish Carp Group.
10.2. The Scottish Carp Group and/or its officers and committee members shall not be liable for any
  personal injury to members, their guests, or any persons on the Groups property. They shall not
  be liable for any loss of, or damage to members property or equipment.
10.3. All persons who visit the Scottish Carp Group waters do so entirely at their own risk.

11. Conduct of Members
11.1. Members are expected to represent the Scottish Carp Group in a courteous manner and behave
  accordingly.
11.2. If the conduct of a member in the opinion of two-thirds of the members present in a meeting be
  injurious to the character or interests of the Scottish Carp Group, the committee shall be
  empowered to expel that person from membership.

12. Rules applicable to all Scottish Carp Group waters

12.1. All fish must be returned alive and unharmed.
12.2. Unhooking mats must be used.
12.3. Carp must not be retained in keepnets. Carp may be retained in purpose designed carp sacks,
  in which case the sack must be located in deep water, inspected regularly, and the fish released
  as soon as possible.
12.4. All litter must be removed from the swim the member is fishing, whether it is the members or
  not. This includes cigarette butts.
12.5. SCG membership card should be carried at all times and be produced at the request of another
  member.
12.6. No fires.
12.7. The unauthorised/illegal movement of ANY fish from or to any Scottish Carp Group water is
  strictly forbidden. Contravening this rule may lead to expulsion from the SCG and legal action
  may be taken.
12.8. A minimum sized landing net of 36 inches with knotless mesh must be used.
12.9. All rigs should be “Safety” rigs
12.10. In the interests of the members you are not allowed to have your kit in a swim and be away for
  more than two hours. This is to stop the unfair reservation of swims.
12.11. When fishing for Pike, only sea fish baits are allowed. This is to minimise the risk of introducing
  disease to our waters. The use of live bait is strictly forbidden and is illegal in Scotland.
12.12. A maximum number of 3 rods is allowed for fishing on all SCG waters.
12.13. No trees or bushes are to be cut/pruned/removed etc unless at an organized work part or with
  permission of the committee.

13 Rules applicable to individual waters

Culcreuch House Loch (Fintry)
13.1. Cars to be parked in parking places by loch, or at the hotel if loch parking is full. Under no
  circumstances are vehicles to be parked or driven on the grass.
13.2. N/A
13.3. Bivvies on the Lawn bank must be taken down during the day. (The owner has requested this
  due to wedding photos being taken).

  Craigton Pond
13.4. Fishing is only allowed from the path bank, please do not block the path.

  Loch Libo
13.5. Access is via the level crossing only, members must not cross the railway line at any other
  point.
13.6. Fishing from permissible areas only. (see water guide).

  Lanark Loch
13.7. Cars should not be taken to loch side at all as it is a public park.
13.8. Do not block any paths.
13.9. Fishing on Lanark Loch is not exclusively for SCG members, although fishing is free on
  production of a current SCG membership card.

  Kinghorn Loch
13.10. Fishing from the conservation area (West end of North bank) is for Scottish Carp Group
  members ONLY and is from marked areas only. Please keep strictly to these areas and do not
  block the path.
13.11. No fires or BBQ'S
13.12. DO NOT damage any of the trees or bushes.
13.13. Please keep noise to a minimum.
13.14. Members must have a valid SCG membership card with them and show them on request.
13.15. Fishing from all other areas on the North bank is not allowed.
  Members can also use the toilets at the Ecology centre, but please respect the residents and
  be quiet during the night and early morning!

  Danskine Loch
13.15 Barbless hooks only (you may use hooks with the barb crushed).
13.16 No cars under any circumstances to be taken any further than the car park.
13.17 Access to the loch & car park is via a locked gate, you must purchase a key to gain entry. No
  cars are to be parked on the road.
13.18 Strictly NO FIRES
13.19 No dogs
13.20 No fishing between 1st November to the 7th February (Closed for shooting)
13.21 Keep out of the woods on the outside of the track at all times
13.22 Do not disturb the pheasants and any other wildlife.
